Halfway through the 2025-2026 fiscal year, Haiti's government had spent only about a third of its planned budget, according to a report by the Superior Court of Auditors and Administrative Disputes (CSCCA) described by Le Nouvelliste.
The report on budget execution for the first two quarters, dated October 2026, shows spending of 120.93 billion gourdes as of March 31, 2026, against 345.51 billion gourdes forecast, an execution rate of 35%. Roughly two-thirds of the appropriations remained unspent at mid-year.
The court describes a “significant under-execution” of budget spending, the newspaper said.
The new 2026-2027 budget of 401.2 billion gourdes, focused on security and elections, was adopted at the start of October.
