A citizens' group in Cap-Haïtien has proposed a two-headed executive as a way out of Haiti's crisis, reviving debate over how the country should be governed, Vant Bèf Info reported.

Willy Jean-Louis, president of the Collectif Populaire du Nord (KPN), made the proposal at a workshop on Friday, October 30, arguing that “an executive with two heads” could improve how the state works and strengthen public institutions. The report did not detail how powers would be divided.

Professor Adelleine Saintilmonda called for all parts of society to rally around “a new republican pact,” while KPN vice president Yonel Jean-Pierre urged constructive dialogue, more citizen participation and a written set of proposals to feed a national dialogue.

The discussions also covered institutional reform, democracy, social justice, sovereignty, security and the renewal of political leadership. The outlet noted that the idea raises questions about oversight and about avoiding conflicts of authority at the top of the state.
