Haiti's government spent only about a third of its planned budget in the first half of fiscal year 2025-2026, according to a budget execution report by the Superior Court of Auditors and Administrative Disputes (CSCCA), Le Nouvelliste reported on October 29.
As of March 31, 2026, spending stood at 120.93 billion gourdes against a forecast of 345.51 billion gourdes, an execution rate of 35%.
The court describes significant under-spending: nearly two-thirds of budget credits were still unused at mid-year. The report, dated October 2026, covers the first two quarters of the fiscal year.
Haiti's fiscal year runs from October 1 to September 30. The rest of the court's findings were behind the newspaper's paywall.
