Social Affairs and Labor Minister Marc-Elie Nelson chaired a steering committee meeting on Wednesday, October 28, for Klere Chimen, Haiti's World Bank-backed adaptive social protection project, during a World Bank supervision mission, iciHaiti reported.
The project, formally called Adaptive Social Protection for Increased Resilience (PSARA), supports vulnerable households. An impact evaluation presented in March 2026 found that beneficiary households were better able to cover essential expenses, used mobile money more and had better access to care, and that women saved more and gained financial independence.
Nelson said those gains must be consolidated, with more support in health, nutrition and economic resilience. He wants Klere Chimen to grow step by step into a national adaptive safety net able to reach more people and respond to shocks, with particular attention to people displaced inside the country.
Another priority is turning the ministry's information system, SIMAST, into a dynamic, integrated national social registry to identify vulnerable households, target aid better and coordinate programs. The report did not give the number of beneficiaries or the project's budget.
