Carlos Hercule, a lawyer and former vice-president of the Provisional Electoral Council (CEP), says Haiti's electoral legal framework must be evaluated to find provisions that could block the process and lead to another postponement, Le Nouvelliste reported.
Speaking on the Panel Magik program on Friday, October 23, he pointed to inconsistencies in the new electoral decree and to difficulties in applying it. He argued that publishing an electoral calendar will not, on its own, guarantee that the elections take place.
The elections planned for December 13 were postponed indefinitely earlier this month, according to UN News, and the CEP is consulting parties and civil society on a new calendar.
The decree's requirements are already weighing on parties: only 36 of 105 approved organizations have registered the 30,000 members it demands, Le Nouvelliste reported.
