New York City Mayor Zohran Mamdani and more than 100 elected officials across the state have asked the owners of parking lots and garages not to let Immigration and Customs Enforcement use their properties for operations.
“We are asking that you do not rent, lend, or otherwise make your property available to ICE as a staging area for its enforcement operations,” the officials wrote in a letter to more than 1,000 parking facility owners and operators.
The appeal comes a week after an ICE agent shot Oscar Belgal, a 28-year-old father, in Marble Hill while his 5-year-old son was in the car. Agents had reportedly been using a nearby private parking lot linked to a Target store to watch and arrest people in the neighborhood. Target said it had no formal agreement with ICE.
City sanctuary rules bar federal immigration agents from using city-owned property, including city parking facilities, schools, shelters and hospitals, as a staging area without a judicial warrant. Private lots are not covered, and the letter is a request, not a legal ban.
More than 3.1 million New Yorkers were born outside the United States, and they make up 43% of the city's workforce, according to the mayor's office.
