Addressing the UN General Assembly, Dominican President Luis Abinader said the Security Council had approved the framework for an international force in Haiti but not the means to make it effective. He called for the mission to be fully deployed, the arms embargo enforced and sanctions imposed on those who finance gangs.

Abinader said the Dominican Republic had done its part, helping build support for the Security Council resolution, contributing to the mission's fund and treating mission personnel in Dominican hospitals. He added that his government will keep protecting its border and enforcing its migration laws, saying "there is no Dominican solution" to Haiti's crisis.
