Haiti's audit court says the government spent 22.5 billion gourdes more than budgeted on repaying public debt in the last fiscal year, while carrying out less than half of its planned programs and projects.

In a report published on October 6, the Superior Court of Accounts and Administrative Disputes found that only 46.8% of planned programs and projects were carried out. Investment by the Ministry of Justice and Public Security reached just 3.3% of the money allocated to it.

The court set the findings against a shrinking economy: real GDP fell 2.7%, inflation stood at 31.9% and more than 5.7 million people faced acute food insecurity during the period it examined.

It recommends more transparency, better planning of investments and closer monitoring of how public money is used.

The report arrives days after the government adopted a 401.2 billion gourde budget for 2026-2027 that gives priority to security and elections and includes 147 billion gourdes for programs and projects.
