U.S. District Judge Deborah Boardman in Maryland issued a preliminary injunction blocking the Trump administration from enforcing a new executive order that narrows who qualifies for birthright citizenship.
The August order came after the Supreme Court struck down the president's earlier attempt this summer. Boardman wrote that the new order is "almost certainly unconstitutional," though she allowed agencies to keep working on guidance.
